HAVANA - Long lines of people wanting to emigrate are seen at the different accredited offices in this capital. An increasing number of Cubans are preparing their papers to leave the country, either on a visit or with the intent of living abroad permanently.

The German embassy is facing an avalanche of requests for papers involving marriages with citizens of that country.

Many hardships result from the paperwork. The Cuban authorities force those seeking to leave to file their documents in duplicate and usually delay the mandatory inventory of personal property which must be turned over to the government, forcefully if necessary, among other tasteless matters.
