GOVERNMENT INSPECTOR HARASSES INDEPENDENT JOURNALIST, MOTHER By Ana Luisa López Baeza, Cubas Press.

HAVANA - Inspector Humberto Ney Hernández of the Office of Identification and Registration of the Population on October 3 visited the home of an opposition leader and told two of her guests that they were in the house "illegally" and must leave.

The home was that of Miriam Garca Chávez, with whom the journalist Efrn Martnez Pulgarn and his mother, Carmen Pulgarón, have been living temporarily.

The inspector told the visitors, "You are here illegally and must abandon this place within 24 hours or be fined 300 pesos and the owner 500 pesos, according to Decree No. 217."

Martínez Pulgarón protested that "this decree is not applicable to me or my mother because we are residents of the city of Havana and Decree 217 applies only to the movement of people from other provinces to the capital."

"Nevertheless," the inspector said, "you are illegally in this neighborhood. And if you don't leave we are going to fine you 20 pesos every 72 hours, as per Decree No. 141. And Mrs. Miriam Garcia must pay 10 pesos every three days." However, he added, the journalist might go to the inspector's offices and request his legalization at the Garcia residence, if she consented to this.

"We know that would be a waste of time," the journalist told the inspector. "And we known that our constant persecution is directed by the Office of State Security." (OSS)

Earlier, Eférn Martínez Pulgarón and his mother resided in housing set aside in Central Havana for people whose homes were destroyed by the elements. On June 10, the roof of that place caved in. Since then, no authority has extended help to find shelter. In fact, the Political Police have been forcing people who offer them a roof to put them out whenever the journalist writes some news item that annoys the government.
